國際海事組織MEPC 79閉幕，IMO降低船舶溫室氣體排放戰略目標調整

國際海事組織(IMO)所召開之海洋環境保護委員會第79屆會議(MEPC 79)已於12月16日閉幕，經過為期5天漫長的討論，各會員國已對IMO降低船舶溫室氣體排放戰略之更新方向達成初步雛型，後續將再具體針對：「提高船舶能效標準」、「更新溫室氣體減排具體目標」、「研議導入零排放船舶時程」、「其他措施(例如綠色走廊)」討論具體規劃。驗船中心(CR)就對航運界影響最大之IMO減排目標(Levels of Ambition)草案方向，摘要如下(註：具體降低百分比尚未定案)：

上述內容雖皆尚處草案階段，但本次會議已將未來較可行之選項列出，IMO預計於2023年再召開兩次會間工作組(ISWG GHG 14及ISWG GHG 15)進行詳細討論，最終更新內容預計於2023年7月召開之MEPC 80正式採納經修正之IMO降低船舶溫室氣體排放戰略(路線圖如圖一)。

國際海事組織MEPC 79開幕在即，關注船舶下一步減碳方案

國際海事組織(IMO)是聯合國掌管海洋事務的最高國際組織機構，IMO旗下的海洋環境保護委員會(MEPC)掌管海洋污染相關防護、處理及應變事宜。MEPC第79屆會議將自12月12日開始為期5天的會議。本次最令人關心的議題，莫過於IMO針對船舶溫室氣體(GHG)減排之後續方針，為加速討論，IMO已於12月5日到9日召開會間工作組(ISWG- GHG 13)以針對各項提案能做深度討論。驗船中心(CR)就GHG議題整理如下：

  1. 完善IMO短期措施之準則
    因應2023年即將上路的EEXI(現成船能源效率指數)及CII(碳強度指標)等減少碳排的短期措施，預計考量新興技術及不同船種營運模式等進而調整CII的計算，本次將討論把碳捕捉技術(Carbon Capture Technologies)納入計算公式中，並評估船舶短航程(Short voyages)跟等待時間(Waiting time)對CII數值之影響、並且為自卸貨式散裝船(Self- Unloading Bulk Carrier)新增其CII參考基線以更符合實際情況。另一方面，眾所關注之船用燃料全生命週期溫室氣體強度準則(Guidelines on Life Cycle GHG Intensity of Marine fuels)亦已完成草案初稿，若於本次會議順利批准，將於明年7月舉行之MEPC 80定稿完成。
  2. IMO 2050年減排目標以及中長期計畫
    針對IMO之2050年減排目標，雖然加嚴目標已是各會員國之共識，但針對具體加嚴目標強度、是否需再設立2040年之中期目標、是否採用全生命週期(WtW)計算方式，以及是否納入綠色走廊(Green corridors)等議題，仍需在MEPC 79中凝聚更多共識。
    此外，目前會員國所提案之中長期措施中，雖已有眾多作法，例如：溫室氣體燃料標準(GHG Fuel Standard)、排放總量控制與交易系統(ECTS)、國際海事研發基金(IMRB/IMRF)、碳費(Carbon Levy)、零排放船舶激勵計畫(ZEVs)等措施，但考量單一做法恐尚無法解決現行所遇到之困難，故各單位將再行協商，並將不同提案之內容再進行優化以及詳細討論後，整併成一籃子措施(Basket of Measures)後再行採納。

貳、 中華民國重要通告

(一) 採用IMO相關決議案與通告納入我國航政監理指引並載於公約專區，以提升船舶航行安全
(二) 採用國際海事組織(IMO)所屬海洋環境保護委員會(MEPC)所採納之MEPC.328(76)、MEPC.330(76)、MEPC.347(78)決議案，新增「無人無推進動力駁船國際防止油污染豁免證書」、「無人無推進動力駁船國際防止污水污染豁免證書」、「無人無推進動力駁船國際防止空氣污染豁免證書」、「符合確認書－船舶能源效率管理計畫第III部分」及修正「國際能源效率證書」、「符合聲明書－燃油消耗回報及營運碳強度評級」，並委託財團法人中國驗船中心辦理
(三) 修正「航行船舶船員最低安全配置標準」第8條、第9條條文及第3條附表1、第4條、第5條、第9條附表5。(因應STCW以及MLC，規定船員於最短休息時間內工作時應給予補休，以及國際航線船舶航行國際海域，因故得申請其艙面或輪機部門船員各少於船員最低安全配額證書所定員額一人)

參、 巴拿馬重要通告

(一) 預計抵達巴黎備忘錄(Paris MoU)相關港口之船舶，若有停靠巴拿馬的任何港口時，應進行船旗國年度安全檢查(Annual Safety Inspection, ASI)
(二) 發布EEDI、EEXI執行措施以及授權認可組織(RO)回報EEDI事宜
(三) 發布CII和SEEMP Part III執行措施並請認可組織(RO)回報
(四) 發布降低巴拿馬籍船舶接受港口國管制檢查(PSC)留置情況之措施

肆、 澳洲通告

(一) 說明在澳洲水域使用廢氣清潔系統(EGCS)之相關要求
(二) 強調在澳洲水域航行的所有船舶皆需確保其駕駛橋艛視界符合SOLAS要求
