參、 交通部公告

(一) 修正「船員服務規則」及「船員訓練專業機構管理規則」。
(二) 公告委託財團法人中國驗船中心辦理國際航線國籍船舶符合國際勞工組織(ILO)「二○○六年海事勞工公約（MLC 2006）」之檢查與發證業務。
(三) 修正「船員服務規則」部分條文。
(四) 公告認可勵達電業有限公司為具有船舶「遠距識別與追蹤系統」船載設備符合測試之應用服務商資格。

(一) MSC.337(91) ADOPTION OF THE CODE ON NOISE LEVELS ON BOARD SHIPS，船舶噪音章程之採納，預計2014年7月1日生效。
(二) MSC.338(91)中新增SOLAS II-1/3-12條—噪音的防護措施 (有關對現成船的措施)。
(三) MSC.345(91) ??Adoption of amendments to the Protocol of 1988 relating to the International Convention on Load Lines, 1966, as amended載重線公約之修正，預計2014年7月1日生效。

壹、 MEPC第63次會議內容簡介
有關對於「MARPOL公約」、「壓艙水處理公約」、「船舶回收公約」、「溫室氣體」等議題之討論。
貳、 交通部公告修正「船舶設備規則」部分條文及「船舶標誌設置規則」第三條；公告採用國際海事組織所屬海事安全委員會MSC.309(88)決議，修正中華民國國際航線客船安全證書、貨船安全構造證書、貨船安全設備證書及貨船安全證書等四式證書格式。
參、 巴拿馬海事通告

(一) 巴拿馬海事局發布海事通告第230號，公告高危險區域及注意事項；及第238號，關於船隻過境高風險區域的保護措施。
(二) 巴拿馬海事局發布海事通告第235號，關於採納航海人員訓練、發證及航行當值標準國際公約 (STCW) 2010年馬尼拉修正案。

貳、 我國交通部預告採用「防止船舶污染國際公約(MARPOL)」附錄 I 「防止油污染規則」第20條及第21條規定，於民國102年(西元2013年)1月起禁止外籍單殼油輪進入我國國際商港、工業港及其錨泊區與離岸設施。
參、 香港海事處發布2012年第28號公告：只有獲授權的公職人員才可登船及檢查。
