EU ETS實施摘要
歐盟(EU)已於2023年5月16日公告,宣布將海運碳排(TtW)納入歐盟排放交易體系(EU ETS)。自2024年1月1日開始,總噸位超過5,000之EU成員船舶,及到訪EU港口之非EU成員船舶,即需記錄排放量並繳納配額。在2024至2025年排放管制物僅計入CO2,並自2026年起將加計CH4/N2O。航程計算則依據港口位置區分,歐盟港口間的航程將全數計入排放量,而歐盟與非歐盟港口間的航程則計入50%。在配額繳納方面,採漸進式實施,2024年需繳納40%的排放配額,2025年提高至70%,並自2026年起全面繳納100%的排放配額。違反規定者,除須補繳所須的配額外,公司還將被處以每噸CO2排放當量100歐元的超額排放罰款。詳細規定概要說明以及航程計算範例如下圖。

為因應EU ETS的實施,驗船中心開發CR EU ETS計算工具,輸入假設之當年度歐盟排放配額(EUAs)價格,以及當年度計入EU ETS之各種燃料類型的消耗量,即可取得EU ETS之合規成本。
